Obscure Animated character: Papagena

I re-discovered an animation I used to watch over and over again when I was a kid and this character popped up and was like "OMG! I LOVED HER! She was so cute!" So I had a go at drawing her. I really love how she could still look pretty without eyebrows.

I would be astonished if anyone could tell me what animation this character was from.

Please guess ^__^ I've already revealed her name so thats a clue.

I'll be adding to this drawing with another character so I'll let you know what it's from when I upload them together.
